The Roseland Registrar is responsible for the recording of
Vital Statistics for Births, Deaths, Marriages
and Civil Unions for the Borough. Vital Statistics also include those records concerned
with: Divorces, Adoptions and,
Legitimateness,
however, these items are handled by the Essex County Hall of
Records.
In short, Vital statistics are all the events which have to do with an
individual's entrance into or departure from life, together with the changes in civil
status which may occur during one's lifetime. Vital records are the primary source of the
most fundamental public health information.
The local Registrar is appointed by the Board of Health for a 3 year term of
office. The registrar must be certified to the State Department by either the
Municipal Clerk or Secretary to the Health Board.
Birth Certificates

Issuance of Certified Copies of Birth Certificates:
 | Three types of certificates may be issued: |
- Short Form - One Line copy - Child's name, sex, date, place of
birth, file date, if record has been corrected the amended date and the Registrar's
signature.
- Two Line Copy - Child's name, sex, date, place of birth, file
date, if record has been corrected the amended date and the Registrar's signature are
shown along with the father's full name and mother's full maiden name.
- Full Photo static
Copy - All of the birth certificate, EXCLUDING
the confidential section, is copied photo statically.
 | All certified birth certificates must be issued on safety paper to
prevent the possibility of altering the copy. |
 | Child born out -of-wedlock -- should be issued on a one line copy unless
specifically requested by the mother, the child or an attorney representing
the mother
and/or child. |
 | Certified copy of records which have been corrected or amended
Includes: (legal name change, legitimating
and adoption, unwed parents, stepfather
corrections) |

| Establishes the right to remarry. Also needed for inheritance litigation or
obtaining a release from financial obligations incurred by other party. Date of
divorce important in establishing paternity. |
