There are four basic phases of the Emergency Management Plan.
They are:
 | Mitigation -- activities that
eliminate or reduce the probability of disaster occurrence. (e.g. establishing
building codes, flood plain management, public education programs, insurance and elevating
buildings.) |
 | Preparedness -- activities which
serve to develop response capabilities needed in the event of an emergency. (e.g.
planning, exercising, training and developing public information programs and warnings.) |
 | Response --activities which include
direction and control, warning, evacuation and emergency services. and are designed
to address immediate and short term effects of the onset of an emergency or disaster, and

 | Recovery - Includes both short and
long term activities. Short term seek to restore critical services to the community
and provide for the basic needs of the public. Long term focuses on restoring the
community to its normal or improved state of affairs. |
