Soccer Rules

WEST ESSEX JUNIOR/SENIOR SOCCER LEAGUE RULES

I.       Eligibility:

A.    Participants must be residents of the following participating towns or schools: Caldwell/West Caldwell, Cedar Grove, Essex Fells, Fairfield, North Caldwell, Roseland, Trinity Academy and Verona.

B.    Children in the 5th and 6th grades will play in the Junior League and children in the 7th and 8th grades will play in the Senior League.  Please see exceptions below:

1.     Eighth grade children who have made their school’s freshman team are eligible to play in the W.E.J.S.L.

2.     Children must play in their grade level unless the League approves otherwise.  A player may play up permanently, but the player can never play down and the player can play on only one team for the entire season.  No exceptions without League approval.

II.    Game Rules:

           A.    High school rules will apply unless otherwise noted.

B.    Games will consist of four (12-minute quarters-Junior) and four(15-minute quarters-Senior).           

C.    A team must have a minimum of seven (7) players to start or finish a game.

D.    Free substitutions following high school rules.

E.     Corner kicks (from the 18 yard line-Junior) (High School regulation-Senior).

F.     Balls to be used:  Junior League - #4, Senior League - #5.

G.    Shin guards are mandatory.

H.    Game officials will use yellow card (Warning) and red card (Ejection) when necessary.  An ejected player cannot be substituted, and the ejected player will be suspended for the next game his/her team plays.

III.Standings and Playoffs:

A.    Regular season - Point system to be used, three (3) points for each win, one (1) point for each tie.  (Tie games will stand “as is” and no game will be continued to break the tie.)

B.    Standings Tie Breakers:

1.     Point standing.

2.     How did teams do head-to-head?

3.     How did teams do head-to-head vs. playoff teams?

4.     How did teams do against the next best teams in the standings?

5.     Least amount of points given up.

6.     Elimination playoff as set up by the majority of the Town Coordinators.

C.    Playoff teams will be the top four teams whom quality in the standings for each league.  If the league is broken into divisions, the division winners and the next two best records will make the playoffs. 

D.    Fields to be used for the playoffs and championship games will be determined by the

standings after the season is over.  Higher seeded team will have home team     advantage.

IV. Change of Scheduled Games:

A.    Games are to be played as scheduled, and can only be adjusted if both coaches agree

and then get permission from the town rep(s), who must notify the League President of the change.  In such a case, it must be remembered that carded officials have been employed.  If, for some reason, a head coach is not available, one of the assistant coaches should take over.

As per Rule IV-A, games may not be adjusted, postponed, etc. except by rule.  Anyone not abiding by Rule IV-A will cause a forfeit to be in effect.  In addition, carded officials have been employed at this time, and if a game is adjusted, etc., Michael Colitti, President and Richard Mattesky, Chief Official and Assignor must be informed.  If he is unable to adjust the game due to the employment of a game official, the team (s) doing the adjustment will be responsible for an additional payment of $45.00 per adjusted game.  Please play games as scheduled.  It makes for a much more enjoyable season.

B.    Home teams will be responsible for calling off games prior to their start, when     inclement weather conditions prevail.  At this time, all game officials should be                 informed at least one hour before game time.  Once the game starts, it is the                 officials’ decision.  Reschedule of game is up to the coaches and ultimately the               town rep(s).  All rainouts should be made up within one week.

V.    Game Officials:

A.    There will be a referee-in-chief selected by the Town Coordinators/Reps.

B.    Officials will be paid by league fees.

C.    Fees will be set by Town Coordinators/Reps.

D.    If an official does not show up, the home team coach and the away coach must contact the town reps and plan a new make-up date unless coaches can agree and find a competent substitute official.  If both sides are not in agreement the game should be played!

E.     No protests will be permitted.  The officials’ decision will stand.

VI. Other:

A.    Coaches and game officials will be responsible for the spectators.  Games can be forfeited in cases of spectator interference.

B.    Both teams may forfeit any games not made up by playoff time.  This decision will be made by the Town Coordinators/Reps.

C.    No stacking of teams and running up of scores will be allowed.

D.    Coaches are encouraged to call each other a day before game time to confirm the game time, field, etc.

E.     Both teams (win or lose) must call in every game score the next day.  Weekend results should be phoned in on Monday mornings to North Caldwell Recreation Department at 228-6432.  By doing this, we will be able to get standings out in a timely fashion.

F.     Fields must be in a safe condition and they should be lined, nets should be on all goals, and the corners and midfield should be marked with cones/flags.  Please note: movable goals should be secured to the ground.

G.    No more than 27 players on a team.

H.    No teams shall be added to the schedule 10 days prior to opening day.

I.       Remember, it is league policy that all players play at least one quarter if he/she meets all practice and discipline requirements.

J.      Each team shall be responsible for their own insurance.  The West Essex Junior Soccer League will not be responsible for any liability for the individual towns, players, coaches, spectators, officials, etc.  Also, all coaches should be certified by their town.

VII. Coach’s Responsibility:

A.    Adult team personnel shall:

1.     SPORTSMANSHIP - IMPORTANT!   Please remember good sportsmanship isvital.  We, as adults, must set an example for the children.  Coaches, spectators and/or players who demonstrate poor sportsmanship run the risk of being suspended or expelled from the League, and will be asked to leave the premises.  Refrain from using profanity!

2.      FIELD OF PLAY -  Coaches and/or spectators are not allowed on the field while play is in progress.  The Department also requests that coaches do not smoke  and/or consume alcohol before or during all Recreational activities.

3.      Accept the decisions of officials on the field as being fair and called to the best ability of the official.  A decision based on judgment will never be questioned.

4.    A coach who pulls his team off the field prior to the completion of
       the game will be subject to a one year suspension.

5.RECREATION DEPARTMENT POLICY:

  All rules/regulations, as well as team rosters and scheduling are final, and may only be added and/or changed with the approval of the Town Rep and League  President.  Failure to comply with this rule may result in a coach’s,  spectator’s and/or player’s suspension or expulsion from the field or league.  Re-scheduling without approval (Effective - Saturday,  September 16, 1995) shall result in a double forfeit!

           B.    League game officials will enforce the following:

1.     Profanity on the field – players and or team personnel using profanity on the field will be subject to yellow or red card.

2.   Demonstrations/celebrations – players and/or team personnel                 displaying activity  such as intimidation tactics or celebrations not in accordance with good sportsmanship will be subject to yellow or red card.

3.      Fighting – players and/or team personnel involved in fighting are subject to immediate dismissal from the game, and will be requested to leave the facility immediately to avoid any further problems.

VIII. Playoff-Tie Breaking System

                 A.  After regulation play there will be a coin toss to determine who kicks off.  There will be two (2) 5-minute overtime periods.  If the score still remains tied, a shoot out will follow.  First, the referees will determine which goal will be used.  Secondly, each coach will select five players (1 player may be the goalkeeper, but NO player who has been disqualified during regulation) plus the order in which they will shoot.  Next, another coin toss to decide which team will kick first.  Teams will alternate kicks.  If score remains tied, coaches will select five different players plus kicking order and start over.  This round will be sudden death. For the championship game, there will be NO shoot out after the two (2) overtime periods.  If the game is still tied, both teams will be declared co-champions.
