Request for Qualifications for Professional Services - 2024

Pursuant to the provisions of N.J.S.A. 19:44A-20.5 et seq., the Borough of Roseland is hereby requesting proposals through the fair and open process for the award of contracts for the following “Professional Services” for 2024 calendar year; and

The Borough of Roseland needs to advertise for RFQ’s for the following professional services:

2. Borough Engineer
3. Borough Auditor
4. Borough Labor Attorney
5. Borough Special Litigation Attorney
6. Borough Tax Appeal Attorney
7. Borough Real Estate Attorney
8. Borough Redevelopment Attorney
9. Borough Tax Appraiser

10. Bond Counsel
11. Borough Planner
12. Borough Planner for COAH Matters
13. Special Counsel for COAH Matters
14. Independent Registered Municipal & Financial Advisor
15. Employee Benefits Broker/Consultant
16. Borough Water/Sewer Engineer
17. Conflict Tax Appeal Attorney

All specifications and other RFQ information may be downloaded from the Borough’s website by registering at https://www.roselandnj.org/bids, may be picked up in person at 140 Eagle Rock Avenue, Roseland, NJ 07068, or by contacting the Clerk’s office at (973)-403-6024 during regular business hours 8:30 am - 4:30 pm.

One hard copy of the proposal must be submitted on the standard proposal form, it must be enclosed in a sealed package and delivered to the Borough of Roseland, Clerk’s Office at 140 Eagle Rock Avenue, Roseland, NJ 07068, on or before the time indicated below at which time they will be opened and read in public. The envelope is to bear the following information:

Qualifications will be reviewed and determination made thereafter by the Borough Council for the appointment, and/or award, of qualified candidates to serve in the respective capacity for the Borough of Roseland. Bidders must comply with the requirements of N.J.S.A 10:5-31 et seq., and N.J.A.C. 17:27 eq seq.
