|General Information for Tax Payers
Assessment: Any questions concerning your tax assessment should be directed to the Tax Assessor. The Collector is responsible for the billing and collection of taxes only.
|Preliminary and Final Taxes: The first half taxes (Preliminary) of any year are based on 1/2 of the previous years' taxes. When the bill for the second half taxes (Final) is rendered, the tax rate has been established and the total years' tax fixed. The estimated (Preliminary) amount is deducted and the remainder becomes your second half taxes. N.J.S.A. 54:5-64.
Property taxes are due on February 1, May 1, August 1, and November 1. The Borough does grant a 10-day grace period. If the 10th falls on a weekend or legal holiday, make payment on next business day. Please note that the State of NJ does not permit postmarks. Taxes must be received in our office on or before the 10th. All payments may be made by cash, check or money orders. You may bring in your payment, or mail the payment. Bank checks for lien redemptions are required.
For those making payments online through their banks, please allow 7-10 days for this process so that we receive the payments before the grace period ends.
|There will be a 25 day grace period from the date 2017 Final/2018 Preliminary taxs bills are mialed.|
|Receipts: Remittances requiring a receipt must be accompanied by the entire tax bill with a self-addressed stamped envelope. Otherwise, detach the appropriate stub and mail with your check, the cancelled check will be your receipt. Payments should be mailed to Borough of Roseland, 140 Eagle Rock Avenue, Roseland, NJ 07068
|Utilities: The Office of the Tax Collector is also responsible for the billing and collection of utility charges. These charges are billed quarterly, as directed by the Borough Ordinances. If prior year's utility charges remain unpaid by December 31st, they are subject to the same tax sale law as for taxes.
Water/Sewer payments are due quarterly. Interest will be charged from the billing date if not paid by the due date indicated on the bill.
You may be eligible for a tax deduction off of your tax bill.
The State of NJ offers 2 deductions at the local level; one for seniors/disabled person/surviving spouse and one for veteran/widow of veterans. Each deduction reduces taxes by $250.00 per year. There is also an exemption for disabled veterans; where the disability was caused by their service in the Armed Forces.

State of NJ Homestead Benefit Credit
The filing deadline for 2013 Homestead Benefit A applications has been extended to December 31, 2015. The original due date was October 30, 2015 . Homestead Benefit applications were mailed in August. Residents can file their applications either online or by phone, 24 hours a day, 7 days a week.

Deadline for Filing the 2016 Senior Freeze (Property Tax Reimbursement) Application has been extended to October 18, 2017
| The Division of Taxation will begin to mail the 2015 Senior Freeze(Property Tax Reimbursement) checks on July
15, 2016, to applicants who filed by the original date of June 1, 2016. Keep in mind that the deadline has been extended for 2015 applications to October 17, 2016. Only applicants whose 2015 income did not exceed $70,000 are eligible to receive a reimbursement payment, provided they met all other requirements.
WHAT IS THE INTEREST RATE ON LATE PAYMENTS?
NJSA 54:4-67 states that if payment is not received by the end of business hours on the 10th day of the grace period, interest is to be charged. Interest is 8% per annum on the first $1,500.00 of delinquency; balances in excess of $1,500.00 have an interest rate of 18% per annum. The 18% rate remains in place until the taxes are brought current. Interest is charged from the 1st of the month that payment is due, or the date of last payment. In addition, if the total balance (tax and interest) exceeds $10,000.00 on December 31, a 6% penalty shall be added added to the amount due to the Borough.
Under this statue, the collector must have physical possession of the payment; no postmarks accepted.
I DON'T HAVE A TAX BILL - WHY AM I CHARGED INTEREST?
NJSA 54:4-64 states that failure to receive a bill does not invalidate the tax due; it is the property owner's responsibility to ascertain from the proper official (Tax Collector) the amount due. If you have recently purchased the property, or lost your bill, you should call the Tax Collectors Office to obtain the amount due, and request a copy of the bill.

8:30am to 4:30pm
When will I receive my tax bill?
Tax bills are mailed once a year. The Collector begins preparing the tax bills as soon as the extended tax duplicate is delivered.
If tax bills are issued after the statutory mailing date of June 14, the payment date after which interest will be charged back to the statutory due dates of August 1, November 1, February 1, and May 1 will be 25 days after mailing or the 10 day grace period which ever is later. Failure to receive a tax bill does not relieve the owner from paying property taxes

WHAT IS THE LAST DATE TO PAY TAXES WITHOUT PENALTY?

RESPONSIBILITIES OF A SUCCESSFUL LIEN HOLDER
The purchased Tax Sale Certificate must be recorded the Essex County Clerk's Office within 90 days of the date of the tax sale.
The Tax Sale Certificate shall be issued to the successful bidder within in ten (10) days after the tax sale. After the receipt of the Certificate the lien holder may check with the tax office for the amount due on delinquent current taxes or water/sewer billings.
An affidavit must be filed in the Tax Collector's Office when paying subsequent charges, in accordance with N.J.S.A. 54:5-60
