Borough Hall

The Borough of Roseland has two buildings that house governmental offices and functions that are open to the public.

The main building, known as the Roseland Municipal Building and located at 140 Eagle Rock Avenue, is where the vast majority of governmental offices are located. The Borough Hall building was built in the 1930s by the Works Progress Administration and was opened by Mayor Elmer C. Braunworth in 1938. There are several “half-floors” in the building due to its construction and there is a main staircase that runs in the middle of the building to access these different floors. The main entrance faces the intersection of Eagle Rock Avenue and Harrison Avenue, but for those that need an elevator, an alternate entrance is on the side of the building facing Harrison Avenue.

On the basement/ground level, there is an activity room and the Office of Emergency Management. On Level 1, you can find the Recreation Department, Property Assessor, and the Health Department. On Level 1A, you can find the Tax Collection office, Accounts Payable, Water & Sewer payments, and Dog & Cat Licensing. On Level 2, you can find the Borough Clerk’s office, Administration office, the Caucus room, and the Mayor’s Office. A private meeting room is located on Level 2A.

The secondary building, known as the Harrison Complex and located at 19 Harrison Avenue, served as Borough Hall for a short while, but today only holds the Municipal Court offices, the All Purpose Room, and Council Chambers – where council meetings and board meetings are held. The rest of the building is presently leased to Essex County ARC by the Borough. The Police station is also technically in the same building, but the address is 15 Harrison Avenue.
